Episode 212 | Historical Events

In this History episode we focus on the Allen Stanford fraud — a $7 billion Ponzi scheme operating through an offshore bank in Antigua that defrauded approximately 30,000 investors in more than 100 countries. The SEC examined Stanford's operation in four separate investigations beginning in 1997, concluding each time that the CDs were likely a Ponzi scheme. The enforcement staff disregarded the examiners' warnings for twelve years. Stanford kept selling. He styled himself "Sir Allen." He spent $12 million lengthening his yacht.

We examine the structural separation between the SEC's examination and enforcement divisions that allowed twelve years of findings to go unacted upon, the revolving door between the agency and Stanford's legal team, and the specific ways Stanford's CFO James Davis confirmed the fraud had existed from day one. Stanford was convicted in 2012 and sentenced to 110 years. Most of his 30,000 victims have recovered only a fraction of what they lost.
