THE WEST TEXAS FERTILIZER PLANT EXPLOSION

Episode 206 | Historical Events

In this History episode we focus on the April 17th, 2013 explosion at the West Fertilizer Company in West, Texas — a blast five times the size of the Oklahoma City bombing that killed fifteen people, twelve of them volunteer firefighters who ran toward the fire without knowing what was inside. The facility had been storing 1,350 times the amount of ammonium nitrate that should have triggered federal oversight. OSHA had last inspected the plant in 1985. The Department of Homeland Security didn't know the plant existed.

We examine the specific regulatory fragmentation that made this disaster possible: multiple federal and state agencies with overlapping nominal jurisdiction, none with the full picture, and an agricultural retail exemption that removed the facility from chemical process safety requirements. The fire that triggered the explosion was declared arson in 2016. No arrests were ever made. As of 2025, two of the Chemical Safety Board's key recommendations from the West investigation remain unimplemented.
