Mali’s Ménaka Killings: Retaliation, Russian-Backed Security, and a Deepening Sahel Crisis

At least 48 civilians were reported killed in Mali’s Ménaka region in attacks attributed by local and security sources to fighters affiliated with Islamic State Sahel Province. The alleged retaliation followed an earlier operation involving Malian forces, a Tuareg militia and Russia-linked Africa Corps personnel.
